1. ชื่อโครงการ “ โครงการบริหารเครือข่ายการศึกษาในมหาวิทยาลัย ”

2. หลักการและเหตุผล

จากปรากฏการณ์ที่เกิดขึ้นในสังคมไทยตลอดระยะเวลามากกว่า 50 ปีที่ผ่านมา ประชาชนในสังคมส่วนใหญ่ขาดความรู้ความเข้าใจในการอยู่ร่วมกันทั้งในสังคมเมืองและสังคมชนบท ประชาชนที่ขาดความรู้มักจะตกเป็นเหยื่อ หรือเป็นเครื่องมือให้กับกลุ่มบุคคลหรือพรรคการเมืองที่ใช้การซื้อเสียงเพื่อให้สมาชิกของตนเข้าทำหน้าที่ในสภาผู้แทนราษฎร เมื่อมีการลงทุนจึงได้มีการถอนทุนตามมา ประชาชนมิได้มีความเข้าใจในระบบการเมือง ทั้งที่กฎหมายรัฐธรรมนูญส่วนใหญ่จะมีใจความสำคัญว่า “ประชาชนไทยทุกคนต้องรู้กฎหมาย” ประชาชนทั่วไป นักสังคมสงเคราะห์ อาสาสมัคร จิตรอาสา และนักธุรกิจเครือข่าย ส่วนใหญ่ยังไม่สำเร็จการศึกษาในระดับปริญญาตรี จากการค้นข้อมูล ประชากรในประเทศประมาณร้อยละ 90 ยังไม่สำเร็จการศึกษาระดับปริญญาตรี (สืบค้นจาก https://www.weforum.org/agenda/2018/09/heres-how-we-prepare-asean-youth-for-the-future เมื่อวันที่ 11 ธันวาคม 2563) จากการศึกษารายละเอียดจากสถานการณ์ต่างๆ ที่เกิดขึ้น ในสังคมไทย การศึกษาของประชาชนเป็นสาเหตุหลักของการพัฒนาประเทศที่ไม่ประสบความสำเร็จ ประเทศไทยยังคงเป็นประเทศกำลังพัฒนาอยู่เช่นเดิม ด้วยการที่ประชาชนมีการศึกษาน้อย ขาดการหล่อหลอมความเป็นผู้ที่มีคุณธรรม ขาดการหล่อหลอมการใช้กระบวนการทางความคิดให้รู้จัก ผิด ชอบ ชั่ว ดี ตลอดระยะเวลาที่ผ่านมาประชาชนขาดการพิจารณาว่าสิ่งใดผิด สิ่งใดถูก มีพฤติกรรมเลียนแบบเกิดขึ้นมากมาย การกระทำตามในสิ่งที่ผู้ใหญ่ได้กระทำไว้กลายเป็นแบบอย่างในทางที่ผิดให้แก่เยาวชนรุ่นหลัง จึงเกิดคำพูดเกี่ยวกับ การเป็นสองมาตรฐาน ไม่มีความเป็นธรรม และระบบอุปถัมภ์นำหน้า เกิดให้เห็นอย่างเด่นชัดในสังคมการดำรงชีวิตของประชาชน

หลักสูตรนวัตกรรมการสื่อสารเชิงสืบสวนสอบสวน ของ องค์กรสืบสวนเบาะแส BFI จึงเกิดขึ้นเป็นวิชาที่จำเป็นต้องใช้ควบคู่ไปกับการดำเนินชีวิตของทุกคนในสังคม กฎหมายรัฐธรรมนูญฉบับต่างๆ ที่มีการนำมาบังคับใช้ในทุกยุคทุกสมัยก็มีการออกกฎหมายบังคับให้ประชาชนทุกคนต้องรู้กฎหมาย ดังนั้นวิชาความรู้ทั่วไปทางด้านกฎหมายจึงเป็นวิชาบังคับที่ผู้เข้าศึกษาในระดับอุดมศึกษาต้องลงทะเบียนเรียน และในส่วนของการสื่อสารก็เป็นปัจจัยสำคัญอย่างหนึ่งนอกเหนือจากปัจจัยพื้นฐานในการดำรงชีวิตของมนุษย์ การสื่อสารมีบทบาทสำคัญต่อการดำเนินชีวิตของประชาชนในสังคมมีความสำคัญอย่างยิ่งในปัจจุบัน ซึ่งได้ชื่อว่าเป็นยุคโลกาภิวัตน์ เป็นยุคของข้อมูลข่าวสาร การสื่อสารมีประโยชน์ทั้งในแง่บุคคลและสังคมทำให้มีความรู้และโลกทัศน์ที่กว้างขวางขึ้นเป็นกระบวนการที่ทำให้สังคมเจริญก้าวหน้าเป็นปัจจัยสำคัญในการพัฒนาประเทศ ซึ่งอาจจะกล่าวได้ว่า หัวใจของศาสตร์ทุกศาสตร์คือการสื่อสาร และยุคนี้ นวัตกรรมการสื่อสารเป็นสิ่งสำคัญในยุคของการมีส่วนร่วม มีความสำคัญอย่างยิ่งในการพัฒนาองค์กรในยุคที่มีฐานวิถีชีวิตใหม่ (New Normal) ที่แปลความหมายว่า รูปแบบการดำเนินชีวิตอย่างใหม่ที่แตกต่างจากอดีต (มาลี บุญศิริพันธุ์, 2563. สืบค้นจาก https://news.thaipbs.or.th/content/292126 เมื่อวันที่ 11 ธันวาคม 2563 ) โดยเฉพาะองค์กรสืบสวนเบาะแส ในสังกัดของมูลนิธิเบาะแสซึ่งเป็นองค์กรที่ทำหน้าที่ช่วยเหลือผู้ที่ไม่ได้รับความเป็นธรรมในสังคมโดยใช้พลังจากสื่อมวลชน (Mass Media) และพลังจากนักข่าวพลเมือง (Citizen Journalist) ซึ่งเป็นผู้มีส่วนได้ส่วนเสียในพื้นที่รวมทั้งเป็นผู้ที่พบเห็นเหตุการณ์จริง โดยใช้พลังที่มีคุณภาพทั้งสองนี้เป็นเครื่องมือสร้างความเป็นธรรมพร้อมทั้งช่วยในการเผยแพร่ข้อมูลข่าวสารต่างๆ ออกสู่สาธารณชน ดังนั้นเมื่อนักข่าวพลเมืองได้เข้ามามีส่วนร่วม จึงทำให้การปกป้องและสร้างความเป็นธรรมมุ่งไปสู่เป้าหมายได้รวดเร็วขึ้น รวมทั้งเกิดความมุ่งมั่นในการสร้างความสำเร็จให้กับองค์กร นั่นก็คือความเป็นธรรมในสังคม ซึ่งบุคลากรที่มาจากนักข่าวพลเมืองจะรู้สึกพึงพอใจในผลงานที่เกิดขึ้น และเกิดความรู้สึกของการมีคุณค่าในตนเอง มีความรู้สึกถึงความเป็นเจ้าของและผูกพันกับองค์กรส่งผลทำให้องค์กรมีคุณภาพ (ประทีป จันทรสิงห์, 2549) โดยที่ในปัจจุบันนักข่าวพลเมืองกลายเป็นผู้พลิกโฉมหน้าโลกของงานข่าวสมัยใหม่ที่มาพร้อมกับเทคโนโลยี จากเดิมที่ส่วนใหญ่งานข่าวนั้นเป็นเพียงหน้าที่และการทำงานของนักข่าวมืออาชีพเท่านั้น แต่ปัจจุบันงานข่าวกลับพลิกโฉมหน้าเป็นงานข่าวในมิติของประชาชนทั่วไป ที่ทำขึ้นในบทบาทของนักข่าวพลเมืองที่ช่วยเติมเต็มงานข่าวของนักข่าวมืออาชีพให้สมบูรณ์ยิ่งขึ้น (ศุภนิตย์ วงศ์ทางสวัสดิ์, 2552) การมีส่วนร่วมของนักข่าวพลเมืองนี้ จึงเป็นกระบวนการที่นักข่าวพลเมืองได้เข้าไปมีส่วนเกี่ยวข้องในการวางแผนการปฏิบัติงาน การตัดสินใจ ความรับผิดชอบ การประเมินผล รวมทั้งด้านการแสดงความคิดเห็น โดยใช้ความคิดสร้างสรรค์และความเชี่ยวชาญในทางการปฏิบัติเพื่อให้บรรลุถึงวัตถุประสงค์ รวมทั้งการแก้ไขปัญหาที่อาจเกิดขึ้น (มธุรดา ศรีรัตน์, 2559) ในส่วนของการข่าวสืบสวนสอบสวนนั้นเป็นการปฏิบัติงานด้วยวิธีการค้นคว้าและแสวงหาข้อมูลเกี่ยวกับข้อเท็จจริงในเหตุการณ์ที่เกิดขึ้น ด้วยการสืบสวนเบื้องลึกเบื้องหลังของข่าว จนกระทั่งได้ความจริงและข้อเท็จจริงที่น่าเชื่อถือ มีหลักฐานพิสูจน์และตรวจสอบได้ โดยมีการทำงานอย่างเป็นระบบมีกระบวนการแล้วจึงรายงานหรือนำเสนอข่าวนั้นผ่านเครื่องมือสื่อสารหรือสื่อมวลชน (Mass Media) ด้วยแพลตฟอร์ม (Platform) ต่างๆ ไปสู่ยังสาธารณชนทั่วไปและนำไปสู่การเปลี่ยนแปลงทางหนึ่งทางใด (เสกสรรณ ประเสริฐ, 2562) ซึ่งข่าวสืบสวนสอบสวนนี้มีบทบาทสำคัญอย่างยิ่งในสังคมประชาธิปไตย ในกรณีที่ประชาชนมีสิทธิตรวจสอบการทำงานของเจ้าหน้าที่รัฐผ่านทางสื่อมวลชนที่ต้องมีความซื่อสัตย์ สุจริต มีความรับผิดชอบ มีความเป็นกลางและมีจิตสำนึกในการพิทักษ์รักษาผลประโยชน์ของสังคม (มาลี บุญศิริพันธ์, 2555, น. 5-8)

นวัตกรรมสืบสวนสอบสวน จึงเป็นวิชาที่ผู้ดำเนินโครงการนี้สำเร็จระดับชั้นปริญญาเอก ปรัชญาดุษฎีบัณฑิตสาขานิเทศศาสตร์นวัตกรรม โดยทำดุษฎีนิพนธ์หัวข้อ “การพัฒนากระบวนการสื่อข่าวเชิงสืบสวน” ซึ่งเป็นวิทยานิพนธ์ฉบับแรกของประเทศไทยในระดับชั้นปริญญาเอกขณะนี้ และได้จัดทำบทความเพื่อตีพิมพ์ในวารสารระดับนานาชาติ SSRN ซึ่งปี 2020 บทความนี้ติดระดับ 1 ใน 10 ของข้อมูลระดับนานาชาติ (Top Ten) เป็นบทความทางวิชาการเรื่อง “กระบวนการทำข่าวเชิงสืบสวน” จากงานวิจัยในหัวข้อ “การพัฒนากระบวนการสื่อข่าวเชิงสืบสวน” (สืบค้นจาก https://papers.ssrn.com/sol3/topten/topTenResults.cfm?groupingId=3424408&netorjrnl=jrnl เมื่อวันที่ 10 ธันวาคม 2563)

จากข้อมูลที่กล่าวมาข้างต้น มูลนิธิเบาะแส โดยการนำของ ดร.เสกสรรณ ประเสริฐ ได้สร้างความเป็นธรรมให้เกิดขึ้นในสังคมตลอดระยะเวลามากกว่า 22 ปีที่ผ่านมาโดยได้นำมูลนิธิเบาะแสขับเคลื่อนค้นหาผู้นำทางความคิด (Opinion Leader) พร้อมทั้งสร้างพลังมวลชนหรือนักข่าวพลเมืองผู้ที่ต้องการความเป็นธรรมให้เกิดขึ้นทั่วประเทศ โดยตั้งเป็นเครือข่ายผู้รักความเป็นธรรมประจำท้องถิ่น เช่น หมู่บ้าน ตำบล อำเภอ จังหวัด และภาคต่างๆ รวม 10 ภาคทั่วประเทศ เพื่อเป็นการปกป้องตนเองและบุคคลรอบข้างให้เกิดความเป็นธรรม รวมทั้งได้ให้ความรู้ในหลักสูตรระยะสั้นแก่ประชาชนในสังคมที่เข้าร่วมกับองค์กรมูลนิธิเบาะแส และในส่วนที่ไม่ได้เข้าร่วม สิ่งที่น่าสังเกตได้ชัดเจนคือบุคลากรที่ได้เข้าร่วมกับองค์กรมูลนิธิเบาะแสจะได้รับความรู้ที่มีกระบวนการทางความคิด (Design Thinking) อย่างเป็นระบบ มีความรู้รอบด้าน สามารถนำเอาความรู้ต่างๆ หลากหลายด้านไปประยุกต์ใช้ ทั้งด้านเศรษฐกิจ ด้านสังคม และด้านการเมืองได้อย่างมีประสิทธิภาพอันเป็นการนำพาไปสู่การพัฒนาประเทศอย่างแท้จริง ซึ่งเป็นที่ทราบกันดีอยู่แล้วว่าถ้าประชาชนมีการศึกษาสามารถใช้ความรู้ไปในทางที่ถูกต้อง มีจิตสำนึกสาธารณะจะเป็นการนำไปสู่การพัฒนาประเทศที่ได้ผลสมบูรณ์ ดังนั้นการที่องค์กรมูลนิธิเบาะแสได้จัดสร้างโครงการบริหารเครือข่ายการศึกษาในมหาวิทยาลัย จึงเป็นการนำร่องด้านการศึกษาเพื่อการพัฒนาประเทศด้วยการบูรณาการอย่างมีระบบ รวมทั้งจากการศึกษาข้อมูลประชาชนส่วนใหญ่ยังมีการศึกษาไม่ถึงระดับชั้นปริญญาตรี นักการเมืองท้องถิ่น นักการเมืองระดับชาติ รวมทั้งผู้ที่เตรียมความพร้อมที่จะเป็นนักการเมืองที่ยังไม่สำเร็จการศึกษาในระดับชั้นปริญญาตรียังคงมีอยู่เป็นจำนวนมาก และเพื่อเป็นการพัฒนาประเทศร่วมกัน จึงควรสร้างนักการเมือง ผู้ทำงานด้านการเมือง นักข่าวพลเมือง นักจิตอาสาเพื่อสาธารณะเหล่านี้ให้มีการศึกษาอยู่ในระดับที่เหมาะสมกับการเป็นผู้นำทางความคิดที่สามารถนำพาประชาชนไปสู่เป้าหมายในทางที่ถูกต้องด้วยการเข้าศึกษาระดับปริญญาตรี ปริญญาโท และปริญญาเอกกับมหาวิทยาลัยที่มีวิสัยทัศน์ และพร้อมพัฒนาองค์ความรู้ต่อยอดแบบบูรณาการไปพร้อมกับการขับเคลื่อนโดยคณะทำงานของมูลนิธิเบาะแสในส่วน Borsae Academy ซึ่งมีคณะทำงานอยู่ทั่วประเทศโดยใช้ระบบเครือข่ายเข้ามาช่วยขับเคลื่อนให้เกิดผลตามเป้าหมายที่ตั้งไว้ได้รวดเร็วยิ่งขึ้นต่อไป

3. วัตถุประสงค์

1.เพื่อจัดหาผู้ที่เข้าศึกษาในมหาวิทยาลัยที่เข้าร่วมโครงการ ในระดับปริญญาตรี ปริญญาโท และปริญญาเอก ทุกคณะสาขาวิชาในปริมาณมากทั้งภาคปกติ และภาคสมทบ

2.เพื่อบูรณาการรูปแบบการเรียนการสอนตามความต้องการของกลุ่มผู้ศึกษายุคที่มีฐานวิถีชีวิตใหม่ (New Normal)

3.เพื่อขับเคลื่อนให้มหาวิทยาลัยที่เข้าร่วมโครงการมีชื่อเสียงระดับแนวหน้าของประเทศไทยอย่างมั่นคงและยั่งยืนด้วยการมีนักศึกษาเข้าศึกษาอย่างต่อเนื่องและสำเร็จออกไปอย่างมีคุณภาพและนำความรู้ต่อยอดไปพัฒนาประเทศชาติต่อไป

4.เพื่อสร้างบุคคลากรทางด้านการศึกษาให้มีความแข็งแกร่งในวิชาความรู้ ทักษะ และประสบการณ์เพื่อถ่ายทอดให้แก่ผู้เข้าศึกษาในมหาวิทยาลัยนั้นๆ ต่อเนื่องอย่างมั่นคงและยั่งยืน

5.เพื่อจัดหาเพิ่มหลักสูตรใหม่ที่มีประโยชน์ต่อสังคมอย่างต่อเนื่อง

6.เพื่อเปิดคณะที่ยังไม่มีการเรียนการสอนในมหาวิทยาลัยที่เข้าร่วมโครงการ

7.เพื่อเตรียมการจัดตั้ง “วิทยาลัยนวัตกรรมสืบสวนสอบสวน” สังกัดมหาวิทยาลัยที่เข้าร่วมโครงการ สำหรับรองรับนักศึกษาระดับปริญญาตรี ปริญญาโท และปริญญาเอก สาขานวัตกรรมสืบสวนสอบสวน และสาขาอื่นๆ ตามความเหมาะสมของระบบการเรียนการสอนแนวใหม่ในยุค New Normal

8.เพื่อเตรียมการขยายและจัดตั้ง วิทยาเขตหรือสาขาของมหาวิทยาลัย ที่เข้าร่วมโครงการ สำหรับรองรับนักศึกษาระดับปริญญาตรี ปริญญาโท และปริญญาเอก ทุกคณะ ทุกสาขา ทั้ง 10 ภาคทั่วประเทศ ตามความเหมาะสมของระบบการเรียนการสอนแนวใหม่ในยุค New Normal

9.เพื่อดำเนินการบริหารจัดการตนเอง ด้านรายได้ และค่าใช้จ่ายของโครงการนี้อย่างเหมาะสมระหว่างคณะทำงานที่ตั้งขึ้นเพื่อบริหารงานโครงการบริหารเครือข่ายการศึกษาในมหาวิทยาลัยกับมหาวิทยาลัยที่เข้าร่วมโครงการ

6. วิธีการดำเนินการ

1. จัดสัมมนาหัวข้อ “นวัตกรรมข่าวสืบสวนเพื่อคุณภาพชีวิตพลเมืองไทยในยุคภยันตรายรอบด้าน” โดยใช้วิธีออนไลน์ด้วยอุปกรณ์ Application Line หลักสูตรระยะสั้น 12 วัน วันละ 1 ชั่วโมงครึ่ง ช่วงเวลาระหว่าง 19.00 – 20.30 นาฬิกา เพื่อเตรียมบุคลากรสำหรับเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการ ในทุกระดับชั้นปริญญา

2. จัดสัมมนาหัวข้อ “นวัตกรรมข่าวสืบสวนเพื่อคุณภาพชีวิตพลเมืองไทยในยุคภยันตรายรอบด้าน” โดยใช้วิธี ห้องสัมมนาของมหาวิทยาลัยที่เข้าร่วมโครงการ หลักสูตรระยะสั้น 2 วัน เพื่อเตรียมบุคลากรสำหรับเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

3. ใช้เครือข่ายมวลชนที่รักความเป็นธรรมทั่วประเทศสังกัดองค์กรสืบสวนเบาะแส BFI ชักชวนผู้สนใจเข้าศึกษาต่อเนื่องจากทั่วประเทศกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

4. ใช้เครือข่ายผู้ที่ต้องการสมัครเป็นนักการเมืองท้องถิ่น ได้แก่ สมาชิกองค์การบริหารส่วนตำบล (ส.อบต.) สมาชิกสภาเทศบาล (สท.) สมาชิกสภาจังหวัด (สจ.) และผู้ปฏิบัติงานด้านการเมืองจากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

5. ใช้เครือข่ายผู้ที่ต้องการสมัครเป็นนักการเมือง หรือทำงานการเมืองระดับชาติ ได้แก่ สมาชิกสภาผู้แทนราษฎร (สส.) สมาชิกวุฒิสภา (สว.) คณะกรรมาธิการด้านต่างๆ จากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

6. ใช้ผู้ที่เข้าศึกษาในมหาวิทยาลัย และศิษย์เก่าเป็นผู้ชักชวนบุคคลรอบข้างเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

7. สร้างเครือข่ายข้าราชการ ทหาร ตำรวจจากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการ เพื่อปรับเลื่อน ยศ เลื่อนตำแหน่ง

8. ใช้กระบวนการชักชวนผู้ทำธุรกิจเครือข่ายจากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

9. ใช้ระบบธุรกิจเครือข่ายดำเนินการให้ผู้สนใจในสายงาน (Down line) จากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญาไปพร้อมกับการดำเนินธุรกิจเครือข่ายเพื่อการพัฒนาประเทศแบบบูรณาการ

10.ใช้ระบบช่องทางการสื่อสารในรูปแบบ สื่อใหม่ (New Media) ได้แก่ Website Facebook Application-Line Instagram Twitter ดำเนินการสร้างผู้ที่สนใจตามข้อ 1 ถึงข้อ 9 จากทั่วประเทศเข้าศึกษาต่อเนื่องกับมหาวิทยาลัยที่เข้าร่วมโครงการในทุกระดับชั้นปริญญา

11.ให้ความรู้แก่นักศึกษาระดับปริญญาตรี ปริญญาโท ปริญญาเอก ทุกคณะและสาขาวิชา ในด้าน นวัตกรรมสืบสวนสอบสวน เพื่อเสริมสร้างให้ผู้ที่สำเร็จการศึกษาจากมหาวิทยาลัยที่เข้าร่วมโครงการเป็นบุคลากรที่มีสมรรถนะสูง (High Performance) ออกสู่สังคมทั่วประเทศ

12. เป็นที่ปรึกษาอิสระแก่นักศึกษาที่เข้าร่วมโครงการนี้จนกว่าจะสำเร็จการศึกษา

13. วางแผนและติดตามระบบการชำระเงินค่าลงทะเบียนเข้าบัญชีมหาวิทยาลัยที่เข้าร่วมโครงการของนักศึกษาทุกระดับชั้นปริญญา

โครงการนี้ใช้ระยะเวลาดำเนินการต่อเนื่อง 15 ปี

ใช้สถานที่ มหาวิทยาลัยที่เข้าร่วมโครงการ สถานที่หน่วยราชการทั่วประเทศที่เข้าร่วมโครงการนี้ สำนักงานใหญ่มูลนิธิเบาะแส ศูนย์ประสานงานขององค์กรสืบสวนเบาะแส ประจำตำบล ประจำอำเภอ ประจำจังหวัด และประจำภาคทั้ง 10 ภาคทั่วประเทศ

โครงการนี้ใช้ระยะเวลาดำเนินการต่อเนื่องเป็นเวลา 15 ปี โดยแบ่งช่วงเวลาเป็น 10 ระดับ มีนักศึกษาที่จะเข้าศึกษาจำนวนคนต่อปีการศึกษาดังนี้

ระยะเวลาตั้งแต่ต้นปีที่ 3 ถึงสิ้นปีที่ 3 ผลผลิตนักศึกษาเข้าใหม่จำนวน 300 คนต่อปี

– ตรวจสอบการชำระค่าสมัครและค่าลงทะเบียนของนักศึกษาจากฝ่ายการเงินของมหาวิทยาลัยที่เข้าร่วมโครงการ
